Eligibility for Canada Open Work Permit

The Canada OWP permit allows foreign nationals to work for any employer in Canada without the need for a specific job offer or a LMIA. As of October 2025, the following individuals are eligible to apply: 

• International students who graduate and completed qualified programs can apply for this. 
• Spouses or partners of the high skilled workers who are employed in TEER 0 or 1 occupations can qualify to make an application. 
• Spouses or partners who have applied under the PR can apply for this work permit. 
• IEC participants who are already in Canada can apply for this work permit. 

Canada Open Work Permit New Rules

There are no new changes announced as of October 2025 but as of early 2025, the following changes has been applied to the eligibility:

• Only spouses of international students who have enrolled in the master program that takes 16 months or longer or enrolled in doctoral program or any professional program are qualified to apply for this work permit. 
•  Only spouses or partners of high skilled workers employed in TEER 0 and 1 occupations are qualified to make an application. 
• Working age dependent children of foreign workers are no longer qualified to make an application for OWP Permit. 

These are some of the changes that are announced for Open Work Permit in 2025. These changes reflect Canada’s attempt to prioritize the high skill labor while supporting the families. 

Canada Open Work Permit Application Deadline Extension

As of the latest update, the Canada OWP Permit Application deadline has been extended to 31 Dec 2026. It means now qualified individuals can make their application until 31 Dec 2026. This extension applies to qualified applicants and their family members under PR Pathways.

This extension allows individuals to maintain their temporary resident status in Canada and this also allows them to continue working in any occupation and for any employer while their PR application is being processed.
